什么技術(shu)能讓(rang)看起來毫不起眼(yan)的(de)一(yi)滴水、一(yi)滴農(nong)(nong)(nong)(nong)藥、一(yi)粒肥、一(yi)粒種(zhong)子恰如其(qi)分地發揮作用?那就(jiu)是數(shu)(shu)字(zi)(zi)(zi)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)。近日,受(shou)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)村(cun)部農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)機械化管(guan)理司委托,中(zhong)國農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)大學信息與(yu)電氣工程學院(yuan)召集(ji)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)村(cun)部大田(tian)種(zhong)植(zhi)(zhi)(zhi)數(shu)(shu)字(zi)(zi)(zi)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)建(jian)設(she)試點(dian)(dian)項(xiang)目單(dan)位,召開(kai)了2018年大田(tian)種(zhong)植(zhi)(zhi)(zhi)數(shu)(shu)字(zi)(zi)(zi)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)建(jian)設(she)試點(dian)(dian)項(xiang)目匯報交(jiao)流(liu)會。農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)村(cun)部農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)機械化管(guan)理司副巡視員(yuan)王家忠要求各試點(dian)(dian)建(jian)設(she)單(dan)位,進(jin)一(yi)步提高對大田(tian)種(zhong)植(zhi)(zhi)(zhi)數(shu)(shu)字(zi)(zi)(zi)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)建(jian)設(she)試點(dian)(dian)工作的(de)認識,開(kai)拓(tuo)創新,積極進(jin)取,加快項(xiang)目實施進(jin)度,確保項(xiang)目實施質量,探索建(jian)立有(you)利于大田(tian)種(zhong)植(zhi)(zhi)(zhi)數(shu)(shu)字(zi)(zi)(zi)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)持續發展的(de)長(chang)效機制(zhi)。
經(jing)(jing)過(guo)(guo)幾十年的(de)努力,我(wo)國(guo)農(nong)(nong)業(ye)(ye)現代化(hua)裝備水平(ping)和(he)生產(chan)能(neng)力已經(jing)(jing)到新(xin)的(de)高度。據統計,2017年我(wo)國(guo)農(nong)(nong)作物(wu)耕(geng)種收綜合(he)機械化(hua)水平(ping)達到66%,我(wo)國(guo)農(nong)(nong)業(ye)(ye)進(jin)入(ru)了機械化(hua)農(nong)(nong)業(ye)(ye)發展(zhan)新(xin)階段。但與國(guo)際(ji)農(nong)(nong)業(ye)(ye)強國(guo)相比,還存在生產(chan)效率低、效益差、化(hua)肥(fei)、農(nong)(nong)藥、灌溉(gai)水利用率低、農(nong)(nong)產(chan)品質量安全難保障等問(wen)題(ti)。運(yun)用數字(zi)化(hua)技術,實現農(nong)(nong)業(ye)(ye)生產(chan)、管理、經(jing)(jing)營和(he)服(fu)務的(de)在線化(hua)和(he)數據化(hua),對于增(zeng)強農(nong)(nong)業(ye)(ye)整體素質,提高農(nong)(nong)業(ye)(ye)效益和(he)國(guo)際(ji)競爭力具有重要意義。為此,農(nong)(nong)業(ye)(ye)農(nong)(nong)村部(bu)自2017年開始,經(jing)(jing)過(guo)(guo)層層篩選、嚴格評審,分兩(liang)批(pi)在全國(guo)部(bu)署10個(ge)單位,開展(zhan)大田種植數字(zi)農(nong)(nong)業(ye)(ye)建(jian)設試點工作。
2017年(nian)(nian)大(da)田種植數字(zi)農業建設試(shi)(shi)點項(xiang)(xiang)目(mu)工(gong)作(zuo)已經全面展開,穩步推進(jin)。新疆生產建設兵(bing)團第八師石河(he)子總(zong)場優質棉數字(zi)農業建設試(shi)(shi)點項(xiang)(xiang)目(mu),采取(qu)目(mu)標(biao)(biao)(biao)分解、落(luo)實到(dao)人、加強協(xie)調、月度檢查的方法,實際(ji)實施面積11716畝,招投(tou)標(biao)(biao)(biao)工(gong)作(zuo)已全部結(jie)束(shu),按計劃(hua)完(wan)(wan)成土地平整及改良、道路修整及護林網建設以及農機(ji)協(xie)同作(zuo)業技術(shu)示(shi)范(fan)(fan)(fan)、棉花(hua)節(jie)肥(fei)技術(shu)試(shi)(shi)驗(yan)(yan)示(shi)范(fan)(fan)(fan)、棉花(hua)節(jie)藥技術(shu)試(shi)(shi)驗(yan)(yan)示(shi)范(fan)(fan)(fan)、棉花(hua)遙(yao)感技術(shu)試(shi)(shi)驗(yan)(yan)示(shi)范(fan)(fan)(fan)4個單(dan)(dan)項(xiang)(xiang)工(gong)程的設備選型。今年(nian)(nian)完(wan)(wan)成農機(ji)裝(zhuang)備購置67臺套,完(wan)(wan)成投(tou)資884.285萬元。預計到(dao)2019年(nian)(nian)9月,完(wan)(wan)成試(shi)(shi)點全部工(gong)作(zuo)。2018年(nian)(nian)項(xiang)(xiang)目(mu)目(mu)前基本處于項(xiang)(xiang)目(mu)初步設計、監理招投(tou)標(biao)(biao)(biao)、項(xiang)(xiang)目(mu)施工(gong)單(dan)(dan)位招投(tou)標(biao)(biao)(biao)階段。
針對(dui)試(shi)點單位(wei)的(de)需(xu)求,會議還邀請專(zhuan)家對(dui)與會人(ren)員(yuan)進行了(le)(le)培訓。國(guo)(guo)家農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)信息化工程技(ji)(ji)術(shu)研究中(zhong)(zhong)心副(fu)主任李(li)奇峰以《數字農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)的(de)發(fa)(fa)展形勢、政策(ce)和(he)(he)實踐》為(wei)題(ti),詳(xiang)解了(le)(le)我(wo)國(guo)(guo)發(fa)(fa)展數字農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)的(de)重要(yao)意義、政策(ce)支持和(he)(he)發(fa)(fa)展現(xian)狀,特別是講(jiang)解了(le)(le)金(jin)種(zhong)子(zi)育種(zhong)平臺、農(nong)(nong)(nong)(nong)(nong)(nong)產品質量追溯、農(nong)(nong)(nong)(nong)(nong)(nong)機(ji)深松監管(guan)與服務等7個成(cheng)功案(an)例;中(zhong)(zhong)國(guo)(guo)農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)機(ji)械化科學研究院研究員(yuan)張俊寧報告的(de)題(ti)目(mu)為(wei)《信息化引領的(de)現(xian)代農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)全程機(ji)械化技(ji)(ji)術(shu)與趨(qu)勢》,與大家分享了(le)(le)農(nong)(nong)(nong)(nong)(nong)(nong)機(ji)信息化的(de)實際進展;中(zhong)(zhong)國(guo)(guo)農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)大學教(jiao)授李(li)民贊介(jie)紹了(le)(le)《亞洲(zhou)精細農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)研究與發(fa)(fa)展現(xian)狀》;上海華測導航(hang)技(ji)(ji)術(shu)股(gu)份有(you)限公司副(fu)總經理(li)孫(sun)飛(fei)報告的(de)題(ti)目(mu)為(wei)《北斗導航(hang)在(zai)大田種(zhong)植數字農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)建(jian)(jian)設中(zhong)(zhong)的(de)應用(yong)與展望(wang)》,針對(dui)大田種(zhong)植數字農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)建(jian)(jian)設試(shi)點需(xu)求而來提出建(jian)(jian)議。參訓人(ren)員(yuan)普遍反(fan)映很受啟發(fa)(fa),開(kai)闊了(le)(le)視野,對(dui)項(xiang)目(mu)的(de)實施很有(you)幫助。來自寧波鄞州糧(liang)人(ren)糧(liang)機(ji)專(zhuan)業(ye)合作(zuo)社數字農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)項(xiang)目(mu)的(de)負責人(ren)周開(kai)表示收獲(huo)很大,以前很多不太清楚的(de)事情感覺(jue)有(you)點“眉目(mu)”了(le)(le)。
匯報結束(shu)后,會(hui)議(yi)還組織試(shi)(shi)(shi)點(dian)(dian)單(dan)(dan)位代表和(he)與會(hui)專(zhuan)家(jia)就(jiu)如何搞好(hao)農(nong)(nong)業(ye)農(nong)(nong)村部大田種植數(shu)(shu)字(zi)農(nong)(nong)業(ye)建(jian)設試(shi)(shi)(shi)點(dian)(dian)項目(mu)進行了深入交流。大田數(shu)(shu)字(zi)農(nong)(nong)業(ye)試(shi)(shi)(shi)點(dian)(dian)是(shi)(shi)(shi)一項創(chuang)新(xin)型的(de)工作,科(ke)(ke)技含量(liang)高,系(xi)統系(xi)統集成難度大,對國家(jia)未來農(nong)(nong)業(ye)的(de)發展至關重(zhong)要。試(shi)(shi)(shi)點(dian)(dian)單(dan)(dan)位表示,承擔試(shi)(shi)(shi)點(dian)(dian)任務很光榮,一定(ding)要不折(zhe)不扣地完(wan)成國家(jia)交給的(de)試(shi)(shi)(shi)點(dian)(dian)任務,但也(ye)提出人才缺(que)乏、項目(mu)完(wan)成后維護費(fei)用高等困難,并提出了三個希望(wang):一是(shi)(shi)(shi)希望(wang)加強人才支持,特(te)別是(shi)(shi)(shi)專(zhuan)家(jia)指導;二是(shi)(shi)(shi)數(shu)(shu)字(zi)農(nong)(nong)業(ye)試(shi)(shi)(shi)點(dian)(dian)項目(mu)具有(you)(you)建(jian)設性質,也(ye)有(you)(you)試(shi)(shi)(shi)驗的(de)特(te)點(dian)(dian),希望(wang)建(jian)立(li)容錯機制;三是(shi)(shi)(shi)將(jiang)項目(mu)建(jian)設周期適當延(yan)長。專(zhuan)家(jia)們也(ye)向試(shi)(shi)(shi)點(dian)(dian)單(dan)(dan)位提出了加強與科(ke)(ke)研院(yuan)所聯(lian)系(xi)、爭取外部智力支持、做(zuo)好(hao)試(shi)(shi)(shi)點(dian)(dian)總體方案編制、設立(li)總體技術負(fu)責人、加強運營管理、注(zhu)重(zhong)項目(mu)績(ji)效等建(jian)議(yi)。
